Terms of Service

1. What PCNWin provides
PCNWin (pcnwin.com) is an online document-preparation service. You give us details of a council Penalty Charge Notice (PCN) or a private parking charge, and we produce a draft appeal letter and evidence checklist as a PDF. Document preparation / educational use only. This site is not a law firm, regulator, airline, insurer, or parking operator. Nothing here is legal advice. Outcomes are never guaranteed. Review every letter carefully before sending and consult a licensed professional if you need advice about your situation.
We are not a law firm, solicitor or regulated claims-management company, and we do not represent you before any council, parking operator, POPLA, IAS, the Traffic Penalty Tribunal or London Tribunals. You decide whether to send the letter and you are responsible for checking it and meeting all deadlines.
2. Price and payment
The free likely-grounds check costs nothing. The appeal letter PDF costs £3.99, including any VAT due, unless a different price is shown at checkout. Payment is taken securely by Stripe. We never see your card details.
3. Digital content and your right to cancel
Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 you normally have 14 days to cancel a distance contract. For digital content supplied immediately, that right ends once supply begins, provided you have given your express consent and acknowledged that you lose it. At checkout you are asked to tick a box doing exactly that. Your letter is then generated and downloaded immediately after payment.
Your statutory rights under the Consumer Rights Act 2015 are not affected. Digital content must be of satisfactory quality, fit for purpose and as described.
4. Refund Policy
We will refund your purchase in full on request within 14 days if:
- your letter has an error, such as missing or incorrect details or the wrong council or operator; or
- a technical problem stopped you from downloading the PDF.
To request a refund, reply to your Stripe payment receipt email and tell us what went wrong. Refunds go back to the original payment method.
5. No guaranteed outcome
We cannot guarantee that any appeal will succeed or that any charge will be cancelled or reduced. Nothing in these terms limits liability that cannot legally be limited. Otherwise, our total liability to you is limited to the price you paid.
6. Governing law
These terms are governed by the law of England and Wales. If you live in Scotland or Northern Ireland, you may also bring proceedings in your local courts and keep the protection of your local consumer law.
7. Contact
For any question about an order, reply to your Stripe payment receipt email.
